During a carefully scheduled media appearance that ran slightly over its allotted time but produced no measurable outcome, leaders emphasized that the city is not ignoring the issue, but rather acknowledging it deeply.
“This is not something you can just fix,” said one official. “It’s something you have to sit with.”
Officials Stress That Complexity Must Be Respected
According to city representatives, Portland’s challenges involve overlapping systems, historical context, modern pressures, personal boundaries, and weather that may or may not count as rain.
