The underground exploration effort appears to be a direct response to last week’s widely discussed report explaining that high gas prices may stem from the fact that Portland must import gasoline from other places where oil actually exists.
Since then, residents across the city report seeing strange late-night digging operations taking place in parking lots, community gardens, and suspiciously large potholes.
