The discussion unfolded gradually near Sellwood Park, where a posted sign clearly indicated leash requirements while several dogs moved freely in what witnesses described as “a confident understanding of their rights.” A similar scene played out near Laurelhurst Park, where owners stood nearby holding leashes that appeared to serve a largely symbolic function.

“I always have the leash,” one owner said, holding it loosely while their dog explored at a distance. “That’s the important part.”

City signage across parks continues to state when dogs must be leashed, but residents say the meaning of those signs often depends on context.
