Portland City Council Plans to Discuss What to Do With $20 Million, Brings Six-Hour Agenda and Zero Decisions

PORTLAND, OR — The Portland City Council announced this week that it plans to hold an extensive, emotionally rich, and entirely inconclusive discussion about what to do with $20 million in available funds, marking what officials described as “a historic opportunity to strongly consider several ideas without selecting any of them.”

According to the official agenda, the council will spend the first two hours defining what money means, followed by a ninety-minute public comment period in which residents are encouraged to express how the funds should “feel spiritually aligned with the city.”

“We want to be very intentional,” said one council member while rearranging a stack of untouched budget proposals. “This isn’t about rushing into decisions. This is about sitting with the $20 million, listening to it, and asking it who it wants to become.”

Proposals Include Everything Except a Final Answer

Early drafts of potential uses for the money include:

  • A $4 million feasibility study on whether Portland needs additional feasibility studies
  • A $2.3 million pilot program to explore alternative pilot programs
  • A $1.8 million grant to redesign city logos so they appear more circular
  • $600,000 for community listening sessions to discuss why previous listening sessions didn’t work

One proposal suggests dividing the money equally among city departments, immediately followed by another proposal recommending the funds remain “symbolically unassigned” to reflect Portland’s commitment to flexibility.

Public Comment Expected to Last Indefinitely

Residents signing up for public comment were advised to bring reusable water bottles, emotional resilience, and at least one personal anecdote involving a bike lane.

“I don’t care what they do with the money,” said local resident Marcus Hill. “I just want them to acknowledge it for at least a year before making a move.”

Another speaker proposed using the $20 million to purchase a large chalkboard placed downtown where residents can write ideas that will later be photographed, archived, and never referenced again.

Council Assures City That Process Is the Product

City officials reassured the public that while no decisions may be made this week, next month’s meeting will include a follow-up discussion about scheduling a future discussion.

“This is how democracy works,” said the council chair. “You don’t just spend $20 million. You honor it. You contextualize it. And eventually, you commission a task force to think about it.”

At press time, the council agreed unanimously to table the discussion until they could agree on what the word “do” in the agenda actually means.
